We are pleased to present to you the public results of the 5th Congress of Communist Construction (KA, Kommunistischer Aufbau) in the following documents.
The congress took place successfully after several months of intensive preparation, during which the development of the organization in recent years was discussed collectively in all committees and areas of work. Members from all areas and parts of the organization contributed their criticisms, ideas and suggestions, which were then discussed, deepened and voted on at the congress.
The 5th Congress took place from May 8 to 11, 2025, with delegates from all regions of Germany and all sectors of the organization. 80 years after the victory over German fascism, this congress took place at a time characterized by the intensification of inter-imperialist contradictions, a worldwide strengthening of right-wing and fascist forces and an increase in repression against progressive, revolutionary and communist forces.
As one comrade summed up the tasks facing the organization and the delegates‘ responsibility for the congress in her opening speech: „If we look at the political situation, which is escalating at an ever greater pace, then it is clear that the demands on us are also changing and that the requirements are increasing. Above all, the political situation demands courage from us. It requires us to have the courage to think outside the box and not just think within what we know and are used to today.„
The Congress was characterized by an atmosphere of self-criticism, critically evaluating the development of the organization over the past few years since the 4th Congress and placing our own mistakes and successes in the context of this development. Based on the analysis of the organization’s own development and the escalating political situation, the congress defined the strategic direction of the organization’s development for the coming years.
In addition to the in-depth discussion of the necessary development of our own organizational structures, a particular focus was placed on the further development of the internal organizational self-reliance of the women’s organization and the youth organization’s path to organizational independence.
In the coming period, it is now the task of the entire organization to put the decisions made into practice and to take further bold steps on the path of party building.
Summary of the results of the 5th Congress
Organizational development
After our last congress had already responded to the marked quantitative growth of the organization by focusing on the necessary adaptation of our organizational structures, the 5th congress noted further accelerated growth and further expansion to numerous new cities and regions in Germany.
The congress discussed and decided on the resulting organizational and political changes. This includes an intensified differentiation and professionalization of the organizational structures and all individual fields of work, as well as a conscious effort to create a new quality of work from the increasing quantity.
In the course of doing so, our previous practices, methods and organizational concepts must also be critically questioned and replaced by new mechanisms. This is especially true in times when we want and need to intervene more actively in class struggles.
The congress also discussed the necessary steps in regard to the increasing repression against the anti-fascist and revolutionary movement. Only a communist organization that can combine the most diverse forms of struggle and withstand the repressive blows that inevitably follow can grow into the role of a communist vanguard in Germany. In dealing with this, concrete political and organizational answers must be found in the coming period.
The growth of the organization must also be reflected in a larger and more active role in the streets, in the struggles of our class and in political movements. In the coming period, we must raise our own standards, take clear steps forward and courageously throw ourselves into the struggles ahead of us.
Cadre Development
The continued growth of the organization also requires an ever-increasing number of cadres who are politically, ideologically, organizationally and practically trained and experienced. In the coming period, the methods and concepts of cadre development that have already been developed must be built upon and, at the same time, work must be done on their further and higher development. This also includes better collectivizing and passing on the numerous different experiences within the organization.
In order to take the developmental steps that lie ahead of us, as well as to fulfill our own higher demands and goals, we will have to advance the all-round internal development of cadres to a new level in the coming period. The permanent and consistent work on the advancement of revolutionary class consciousness in all its facets will be a criterion for success in the developments of the coming period. Despite the progress made in this area, it remains a central task for our organization to develop its own methods for training professional revolutionaries and to apply them systematically.
In addition to the all-round development of our cadres, part of our task is to achieve a practical and theoretical specialization and deepening of skills in the respective areas of work. In addition, the methods and efforts to create a new quality and quantity of women, youth and LGBTI+ cadres must be increased, taking into account the respective specific needs.
Agitation and Propaganda
We must also set ourselves new and greater goals in the development of our agitation and propaganda. The development of more concrete agitation and propaganda that actually addresses the problems and interests of our class must run through all areas of work.
In particular, we must train more intensively in working with and developing politically and ideologically correct slogans and raise them to a higher level across the entire breadth of the organization. To achieve this, we must succeed in further developing our own ideological and political standpoints and raising the general ideological level across the entire breadth of our organization.
While we want to deepen our political and ideological line by continuously applying it to the changing reality, we need to popularize it even further and spread it to our class in more diverse ways.
Mass Work
In the coming period, the focus of our mass work will be on further expansion, broadening and deepening at all levels.
This applies to the differentiation of the methods and concepts we use in our work in our class, many of which are still too one-dimensional today.
Our mass work must target ever more sections of our class that we have as yet failed to reach or have reached insufficiently. This applies both to those sections that cannot be reached and engaged primarily through activist practice and to the majority of the class that does not live in the big cities and urban agglomerations. We must also put our own strength to the test by understanding existing mass organizations, which are clearly politically under bourgeois leadership, more as a necessary battlefield in the struggle for the hearts and minds of our class.
By expanding our methods and combining the most diverse forms of organization and struggle, we must in the coming period be able to carry ever larger sections of the masses along in the class struggles and generate enthusiasm for a revolutionary line.
These efforts must serve the goal of rebuilding a class-struggle workers‘ movement and also contribute specifically to the development and strengthening of a proletarian women’s, youth and LGBTI+ movement.
Women’s Organization
A particular emphasis in the discussions at the congress was placed on the development of the women’s organization. Building on the results of the 1st Women’s Conference, the congress strengthened the internal organizational self-reliance of the women’s organization and endowed it with extended rights.
The evaluation of our own mistakes and problems in the fight against patriarchal misconduct and violence, as well as the intensive work of the women’s organization in recent months, have led to a deeper understanding of the responsibility of all genders in the fight against patriarchy.
In the theoretical field of the women’s revolution, too, the ideological line must be further developed and sharpened and a concrete practice with corresponding slogans must be developed from the general line in order to address proletarian women more specifically.
The congress also critically evaluated the previously underdeveloped LGBTI+ work and decided that this area of work needs to be strengthened, as well as targeted work with trans and non-binary comrades.
Youth Organization
Since the last congress, the youth organization has grown considerably and the level of its work has also increased significantly. It has thus completed the first phase of its development. The congress has decided that the focus in the coming period must be on creating all the necessary conditions for the organizational independence of the youth organization and making this a reality.
Organizational independence is a necessary step for the youth organization to be able to fully fulfill its tasks in party building. It is a prerequisite for it to actually become a communist mass organization of proletarian youth and a motor for the development of the entire organization.
With organizational independence, the youth organization must go its own way on numerous issues and, in particular, find its own modern and appealing forms of agitation and propaganda to politicize and organize proletarian youth.
Political Resolutions
In addition to defining the strategic direction of development and concrete resolutions for the coming period, which will not be published here, the congress also set out some key results of its research in four political resolutions for the public to understand.
The resolution on the “current political situation” summarizes the lines of development of the political situation in Germany and the world at the time of the congress. Building on this, the resolution “Our tasks in the class struggle” sets out the specific tasks and lines of development of the organization for intervention and action in the coming class struggles.
The resolution “Taking the necessary developmental steps” outlines the organizational conclusions drawn from the current situation and the state of development of the organization. The resolution “Our tasks as revolutionary internationalists” sets out the national and international tasks we have as communists within the framework of proletarian internationalism.
Additionally, the congress also decided to draft a greeting to the international comrades affected by repression.
